New to Gsync. I am having frame time spikes and my experience is not smooth at all

My setup

LG C9
9900KS
2080 Super
16GB DDR4 3000

First I will say, everything looks good with the Gsync pendulum demo.

In RDR2, my frametime is good if I cap my framerate to 50fps so it doesn't drop below my cap, but when I have it locked to 60 FPS and my framerate fluctuates between 50-60, I experience a lot of frametime spikes which is very noticeable even with gsync. Anytime the framerate fluctuates I get fairly large spikes which causes stutter.

Any ideas what I might be doing wrong or what could be causing this to happen?

First, rule out G-SYNC.

If it's happening at the same FPS limit/performance level with G-SYNC OFF + V-SYNC OFF or G-SYNC OFF + V-SYNC ON, then it's not G-SYNC.

Also, G-SYNC only fixes traditional V-SYNC induced stutter caused by fluctuating framerates below the refresh rate. It can't do anything to improve frametime spikes, as frametime spikes mean no new frames are delivered for one or more frames at a time, at which point the previous frame must repeat until there is, causing unavoidable stutter with any configuration.
