Hello, whats the difference, and which one is better in game? Lets say both with fps cap like refresh rate is.

It depends on your goals.
- Stutters
- Tearing
- Absolute Latency (lowest lag)
- Latency Consistency (non-varying lag)
- Etc
Sometimes the goals are opposing.

Let's say my biggest issue is stuttering, which one of these should I pick?

gsync or freesync if your stuttering is fixable through frame capping.
