Variable refresh rate test supposed to be done in full sceen?(X top right?)

https://imgur.com/a/mKuWt7r because if I dont it keeps saying there's issues/stutter/not synched most of the time unless I press the X to make it fullscreen even if there's no other tab open.

Also since the screen is g-sync shouldnt both the fps and hz be the same in the picture?Coz I've seen the fps drop even to 130s while the hz was still 144
