I suspect this might be an electricity issue, mouse feels heavy and varies on the day. Feels better on the night rather than the day.
I'm also living close to a laundry room.
My current PSU is from a factory built computer from HP, it's 310 watt. Could an upgrade be a possible fix for this?
Mouse is having input lag, but when i disconnect it and plug it in it's gone for 10 seconds and comes back.

which gpu + cpu are you running with the power supply?

just unplug your CPU fan from CPU fan and plug somwhere else, easy fix xD

It might be DPC calls from other devices e.g. NIC, causing the stutter. With AMD you can view what Core your mouse is tied to by running Ryzen Master. You can also view DPC calls with xperf which would help alot
