Can anybody help me with this? after clicking continue I can set the levels and turn it on but is it even working, if I get that Microsoft.NET Framework error? also I tried using my phone camera and it doesn't flicker and the brightness doesn't change whatsoever so I assume it's not working at all.

I had that same message and it turns out that my monitor had AMD Free Sync on. Turn that setting off and enable Pure XP: Custom then restart the tool and you should be able to adjust everything again.

I have a beta coming by mid-month for internal beta testers but since you’re getting this rare issue, I’d like to see if it fixes your issue too.
Limited beta tester slots are available. No functional changes / no improvements (yet… at this time) — just bugfixes for people like you that report these kinds of issue.
Can you also email me a copy of your .INI file too (ViewSonicStrobeUtiity.ini or BlurBustersStrobeUtilty.ini) too? It may have corrupt settings that I need to bullet-proof Strobe Utility against.

Cheaper DC dimming electronics in the panel’s backlight controller. Most monitors (including BenQ XL2546) has the same problem of high minimum brightness in non-strobed mode.
Only a few brands like Apple use high-end DC dimming electronics, capable of dimmer pitcure settings flicker-free on LCDs. (their OLEDs necessarily go into PWM mode during dim settings).
Doing PWM-free dimming (aka DC dimming, aka Direct Current dimming) often needs more expensive electronics in order to get dimmer picture settings without flicker effects. LEDs run so bright that it is sometimes expensive-ish to get them to dim reliably without using a form of PWM.
Even household LED lightbulbs often start flickering when dimmed, so it’s a problem that also affects lightbulbs (and sometimes often pay 3x as much for bulbs that can dim all the way to 0% successfully on a good dimmer without suddenly turning off and without beginning to flicker at dimmer settings).
Technically it’s theoretically only a few pennies (in large quantities), so it’s a bit maddening, though various factors (customizations) and semiconductor fab shortage might, perhaps, make it a few dollars per unit (in large quantities).
One compromise is manufacturers enable PWM dimming (PWM = Pulse Width Modulation) below a specific brightness setting, to get access to dimmer picture settings without more expensive electronics. So that’s why some models automatically enable PWM dimming below a specific brightness setting. However, to keep “PWM free” advertising, they just don’t bother.
For dimmer picture — you can use PureXP as a stand-in for PWM (but a more friendly kind of PWM, at least when at triple-digit Hz). You can actually already do this with Strobe Utility by enabling PureXP and then using custom Pulse Widths, including settings dimmer than PureXP Ultra.
Strobing is a special form of PWM targetted to eliminating motion blur, rather for picture dimming, but it can hit two birds with one stone. Most PWM is not blur-optimized, but motion blur reduction strobe backlights are blur-optimized.

I just got my XG2431 and was wondering what peoples best settings are for this monitor, Right now I feel like colours are kind of bright and I am using the advanced overdrive at 240hz with around 70 black equaliser. I tried light Pure XP and I felt like it was a little to dark unless I raised the black equaliser even higher.
I have the colour settings set to the factory default and was wondering if people played around with those and found a good middle ground.

I use PureXP on Normal with MAC as the View Mode preset. Standard View Mode doesn't look very good (RED is too vibrant), but it does let you use Black Stabilization if needed. Ye I noticed that it is extremely vibrant, my monitor does not seem to have a mac mode though, I have srgb,bluimsh,cool,natve and warm.. Check again. You were probably on the wrong OSD menu.
