Adding another thing to this post , the MarkC fix has a program called "MouseMovementRecorder" and when testing it in csgo , on csgo menus the sensitivity is correct but when looking at it ingame( crosshairmovement) it becomes a lot unprecise , i tested in some other games and its normal , so something in csgo , outside the menus are making mouseinput wrong.
So there is a why you feel it is wrong , because it is.

About mousemovementrecorder: The red and green is because of recentering the mouse. The numbers are important.
Example: cs 1.6 turns acceleration On but with rawinput you pass the windows acceleration. In mousemovementrecorder you see enhanced pointer precision is on but you get perfect 1:1 movement. For csgo I will test.
