terrible stutter/screen tearing on fullscreen, but not fullscreen windowed?

yo, took a break from apex last season and played some call of duty mw2019. game feels like butter, even when running at 160-220fps on my xl2546 monitor at 240 hz.

howerver.

a new season of apex legends dropped, and i went back to play it again, only to discover that the game feels like absolute garbage. frametimes are stable 4.1ms, sometimes 4.2. running at 240fps 0.1%lows are sitting at 232fps when playing fullscreen mode (exclusive)
it does however feel like im playing on a 60-75hz monitor, with some very weird screen tearing slightly to the right of the center of my screen. i have been messing around with everything you could imagine, even went as far as undervolting my gpu to reduce thermals, but with same clockspeeds, only to realize it gave me more stable fps, and higher framerate. it did not fix my issue though.
My friends say they dont feel anything, and that im being insane, but i know this isn't how the game is supposed to feel, since i played it competetively since release. yesterday when i was monitoring gpu stuff on hwinfo i had my apex legends on windowed mode, and i realized the game felt like actual 240fps/hz, with same frametime as fullscreen exclusive. My friends still told me i was being delusional, so i decided to record it, since the fullscreen mode, even when frametimes are perfect, my mouse feels like it has varying speeds, and stutters like crazy. (keep in mind this only happends in apex legends, and call of duty actually felt better at 160fps, than apex did at 240 fps) I've tried to test this out on all 9 of my mice, this includes a g pro x superlight, razer viper ultimate v2, final mouse starlight phantom, pulsar xlite v2, and a few old steel series mice, and an old normal logitech g pro. I even tested this with my Logitech MX master, and tried different USB slots, but it didn't change anything.

its almost like my mouse pollingrate fluctuates alot, which makes the game feel like im playing with vsync (input wise)
the weird thing is that when playing in borderless windowed, i had a perfectly smooth mouse/cursor, but with a slightly worse (but consistent) input latency from mouse-> monitor.

Tried all of this, i’ve Been using rtss for years in apex now for this exact reason, however the xl2546 doesnt support gsync, and from a competetive aspect it makes no sense to use. I even tried using my backlight strobing settings for apex, which used to Feel silky smooth, but once the game is fullscreen exclusive, it Will get very Janky, and Feel like backlight strobing isnt enabled

Gsync enabled?

Monitor doesnt support gsync, and even if enabled it Will probably not help with anything, since running backlightstrobing at 120/144/182/240 hz still Feel like what it does in the video i posted

Does it feel smoother when its night?

And if u start the game in windowed mode > use different resolution > use borderless windowed > different resolution > fullscreen > different resolution > use native resolution. Does that help?

If not then alt tab once then use borderless windowed alt tab again then use fullscreen again.

U could also try this nvidia driver 451.48 (before the reflex implantation)

The video recorded was at 3am my time, but its the same during the day. I tried the alt + enter thing to try and "trick" the game into thinking its windowed borderless, but actually is fullscreen, i play on native resolution aswell, just for reference. i've even gone as far as do registry edits to force the game to be full screen exclusive, since fullscreen on apex legends isn't actually true full screen. gonna try the nvidia driver now, and get back with a result :)

It would feel like you are playing with vsync enabled on windowed (non-tearing smooth butter), because you are in fact playing with vsync enabled on windowed mode lol. The right to play games without input lag penalty on windowed mode is reserved for windows 7 master race.

Do you have any way to actually confirm you are running 240hz during the full screen mode for the game you are having trouble with? maybe you are running 60hz without even realizing it since you say fps is consistent. Like in video settings instead of relying on auto to do the work, set it at 1080p@240hz manually and see if it makes a difference.

That driver fixes the frametime issue caused by reflex, disabling doesn't work.

Apex Legends is a annoying game in terms of smoothness, every tweak u do have zero affect on the game. This game is so buggy, for example if u have a usb drive connected u cant get past the loading screen lol unless u plug it out. Been fixing this for 2 years now, other games do feel normal but apex feels like a slideshow and the enemies have a advantage everytime
