Need UPS recommendation

Separate area for niche lag issues including unexpected causes and/or electromagnetic interference (ECC = retransmits = lag). Interference (EMI, EMF) of all kinds (wired, wireless, external, internal, environment, bad component) can cause error-correction latencies like a bad modem connection. I have the exact same issue. Sorry I'm the one telling you this but online ups won't fix the issue using it ongrid (plugged in). Off grid fixes the issue, but battery lasts 20 minutes.
My recommendation? 2x lithium or lifepo4 200ah batteries, 6x 100w solar panel (for 8 hours charge). If computer draws 500w 24x/7 , this setup will give you 8 hours game play without input lag.

I don't feel any difference with UPS unplugged from outlet... I just tried a few times. I unplugged the UPS while playing CS and I felt absolutely no difference.

I've also noticed that when going into a custom game with bots, even if I have 360-400 FPS (I capped it) the game is lagging. Kicking the bots and having the same 400 fps feels smoother. How is this possible?

You need to fully charge the batteries, disconnect the UPS from the mains. Then unplug the computer from the outlet. Then wait 15-20 minutes. Turn on the UPS from the battery, turn on the computer and test the games.

The point is to get the bad electricity out of the computer. The capacitors are discharged. After the capacitors are discharged, the computer must be turned on from the UPS battery.

unfortunately I already returned the UPS before testing this out. Even if it would work, the UPS's battery would last for a few minutes :( There has to be a cheaper fix for this issue, instead of spending a few thousands on batteries and stuff...

Well, you have 4 options:
1) Borderline impossible, cheap, slow, painful - finding source by yourself
2) Expensive, fast - big battery power station that will last like 8-10h at once, then recharge during night.
3) Uncertain, probably also slow and painful - finding someone to find source for you
4) Less expensive than 2, but fast (assuming it is issue free place) - move out to better place

damn... I can't move out of this place, I own this house...

can an electrician check a few basic things to ensure everything is fine with the electrical installation? or who should I contact to find the source for me?

Doesnt throw off money for UPS, if you have lag even on wifi on phone/laptop disconnected from outlet.
It doesnt related to electricity.
I have in my personal server room this monster rack 2kVA UPS "on-line pure-sine ultra-pro-max place-here-more-anti-input-lag-shit-from-schoolboys-who-doesnt-know-about-electricity" and obviously I have absolutely same lag when connected all gaming rig (PC, router with FTTH, 240hz monitor) only to this 6x12V battery and playing about half of hour disconnected from outlet without any improvements.

i dont own a gaming laptop for testing unfortunately, I did test one with 5600H + GTX 1650 and it seemed to work fine (both plugged and not plugged), it was 60 Hz though and had no Display Port so I couldn't connect it to my 360 hz for testing.

Rent gasoline generator if you can for 1-2 days its 20-25$ per day(was for me) ,to be sure if it is electricity.

About the lag with bots i think its the same for everyone.If you start DM and add all bots something is lagging yes,but there is no lag in aim_botz i dont know why.
