here at my dads house i tested the outlets and i have multiple open neutrals i wonder if thats affecting anything?

Would trying a battery backup be possible to confirm if it really is an electrical issue? Even if it can just power your rig for a brief amount of time, I think it might be worth a shot. You could try charging the backup at your Mom's house, then using it to power your setup over at your dad's place. If the lag is gone, then it's almost definitely an electrical issue.
