After seeing you mention lowering ram/cpu/gpu speeds gave some smoothness temporarily- I definitely think you should give a mobo swap a try. So far, I have seen a decent amount of people have their issues fixed after replacing a wonky mobo.

I would definitely recommend OP to try a different mobo than the one heβs currently using as it has many usb/Bluetooth issues , probably get a stronger psu as well.
