I doubt it's the GPU in particular. The most logical reason would probably be something like running multiple monitors and it causes them to flicker while at low GPU power state or something. It's of course possible he bought a damaged mining card or something that causes it to flicker at idle or some other phenomenon as well. For mobile devices they're always tampering with power saving functions trying to maximize battery life, so I could definitely see Apple or Android screwing you with eyestrain with a software update there. But even in Windows it's possible.

If 15year old hardware is too weak to new 4K screen, is it possible that that cause eyestrain?
