Move to other house, just for test. Keep moving until you find a "good" house then you know it's caused by electricity and nothing else. I've seen guys, and I myself have tried like 4-5 apartments until I found a good one (my old house was surprisingly good too).

I use online ups with battery. That do not fix problem. How you can explain this?

Fr. Tried my parents house, one apartment, friend who lives like 500m away from that apartment, other one, friend who lives 2km away from that, one more friend's house. If you are looking for a house/flat to test, find a house as far away as possible from your "bad" house. Because if you have bad electricity, your friend next door will have it too most likely, but a guy in other area might not have it. New, old house - doesn't really matter. It's something about local PoCo and their wiring, IMO, that's causing issues, so as long as you move out of their range it should be good.

Btw, FYI, just bought a different RAM kit (G.Skill) and Asus Rog Maximus XII Hero motherboard. Tested those before buying with the technician and mouse felt really good and no input lag or stutters were present. Will install it into my system now and see if it will happen on mine. I'm really starting to think it might be electricity indeed, we'll see.
EDIT: as always, MUCH better after doing some changes on my PC. Lets see if it will stay that way. Mouse and my whole PC feel sp much more responsive, but I still feel occasional mouse input lag, even though it's much better. Maybe those better VRM and power phases are helping, idk. Will keep investigating.

Before this lag started, is there anything that changed? I have the same exact problem as described so I am trying to figure out how it started rather than how to fix it in hopes of finding a solution

Anyways, input lag and stutters are still there, just not as much anymore. At least something. Still yet to visit the office I'm planning to test this PC at, but defo gonna do it.

If you use online UPS with battery you have common ground with the PC and the UPS
How long time can your UPS operate without input power on 500W PC- max 10min aprox? Battery that can charge and discharge at the same time do not exist so your online UPS is from begining not capable fix your issue

I wish you didn't do that purchase mate. I literally did the same, basically scrapped the Aorus Ultra motherboard that I had with its 4000cl19 kingston fury ram, and got Maximus Hero "Z390 though" with G.Skill 4000cl15 2x8!
