prnt.sc does not support embedding, so I turned your IMG tags to URL tags.

Those temps seem ok.

But could you post the full sensors output from HWinfo64.

Run Cinebench once and/or prime95 for ~10minutes with HWInfo64 in the background and then screenshot the full output.

I'd also recommend doing a RAM stability test. I've noticed unstable ram (even slight instability) can result in extremely inconsistent mouse movement, hitches during high action moments, and strange artifacts/tearing- which appear similar to using a very low refresh rate.

Run Testmem5 Anta777 with either the "extreme" or "absolut" profile. Should take ~1 hour to complete.

It appears that you are hitting thermal limit for your cpu on cinebench.

After a quick google search, found some advice on a Reddit thread.

Copy and pasting it here:

To solve this problem I turned off the unlimited power limits via UEFI settings, and got 87°C max at 253W, 39232 score.
On an Asus board all you need to do is boot into your BIOS (press escape while booting, or hold shift while resetting the computer in Windows, go to Troubleshoot, then UEFI Firmware Settings.
Now set “ASUS MultiCore Enhancement” to “Disable - Enforce All limits”:

I don’t have the same cpu, so I don’t know if this is the issue for sure, but generally, when you are hitting limits (bottlenecking somewhere), you might see inconsistent gameplay.
