I see you ruled out a lot of what I would have suggested you to try in an eariler topic:
viewtopic.php?f=2&t=12140

1. Did you try in-game V-SYNC with exclusive fullscreen/fullscreen mode?
2. Did you try disabling MPO?
3. Have you disabled settings like fullscreen optimizations in the exe or registry at any point, and if so, have you tried re-enabling?
4. Does V-SYNC work without the adaptive sync option enabled?
1. Yeah. In-game VSync in some games worked fine, while others seems to act more like traditional VSync.
2. Yeah. Doesn't seem to make a difference.
3. I tried it with fullscreen optimizations on and off, but NVCP VSync doesn't seem to work on either.
4. Still doesn't work.

2 months later and you still haven't RMA'd it. viewtopic.php?f=2&t=12140&p=95258#p95258

It's possible the adaptive sync implementation on your model is too limited. I looked up your manual, and it doesn't even mention adaptive sync support, let alone VRR, FreeSync or G-SYNC, the actual VRR range, or whether it has LFC support.

Driver-level V-SYNC may simply not work on your particular laptop model/configuration then; laptops don't always work like desktops, and often have quirky behaviors and limitations.

I saw the VRR range in Intel Graphics Command Center being 48-144Hz, but yeah, maybe its implementation is not that good on this laptop.
Got a question, if you don't mind.

Adaptive Sync Plus seems like LFC, judging by its description. It shows up in Global Settings along with Adaptive Sync. Does it only show up if it is supported, or does it just show up regardless of whether or not it is supported?

VSync's description in NVCP says that it would only work with a direct connection to the display. Considering the fact that the laptop doesn't have a MUX, that's probably the reason it doesn't work.

First I've heard of it, so dunno. Possibly.

All I know is if you have a 48-144Hz VRR range, and it doesn't support LFC, VRR will disengage when the framerate is both above and below that range, whereas with 48-144Hz VRR + LFC, it can effectively become a ~0-144Hz VRR range.

Makes sense.

It's one of the reasons I included the below disclaimer in my article:

Optimal G-SYNC Settings*

*Settings tested with a single G-SYNC display (w/hardware module) on a single desktop GPU system; specific DSR, SLI, and multi-monitor behaviors, as well as G-SYNC laptop display and “G-SYNC Compatible” display implementation, may vary.
I've never tested VRR behavior on a laptop, which seems like it can be incredibly convoluted. Example:
