guys im from Italy and i was a progamer, same issue like yours since 15 years living in Milan.

Is what i tought for 15 years but its weird bro, because when games are running in night time, i can feel the "difference" with my mouse in fuckin desktop.... But seriously im going crazy my man.
i really tought for 10 years must be something releated to internet congestion BUT nowadays im starting think of "rfi, emi" and that shit stuff.... And my english sucks so i cant say what i rly want to say

I did so many LANs in call of duty 4 era, so i tried a lot of places, and in some of them, hitreg was amazing in every single match i played.. in some LANs hitreg was horrible. It must be something about electricity but ofc maybe is internet aswell i dont know... I want try ups double conversion and see if it changes something

It could be internet congestion or just bad internet in general. You might have bad jitter/late packets.
Late packets are something you can't notice in meters if they aren't late enough to become packet loss.
UPS worked for me, might not work for everyone tho.

I did after a while just in case I had corrupted files.
