He didn’t share fake info. In csgo maxvalue was 1200, in cs2 minimum mtu you can even find the game is 1320-1380 , i don’t exactly remember the numer , but somewhere in between. Try to lower your router’s mtu to that value and search the game. I'm on IPoE fiber with 1500 MTU but when i use PPPoE (1492 MTU max) i tried to lower it to 1480 and it works for a few hours before i suddenly begin to have tons of fragmented packets up until i open a new PPPoE session.
If your information is correct then the fragmentation shouldn’t happen... I think you shared a fake info, CS2 def needs more than 1200 MTU

Can changing the MTU value be done through TCP Optimizer, or does it have to be changed through my router’s settings? 1) netsh interface ipv4 show subinterface
2) netsh interface ipv4 set subinterface "interface name" mtu=XXXX store =persistent
or you can change in your router.

do not change your MTU. leave it at default value. Most people do not know what they are talking about, if you lower your MTU you will get either :
1) packets fragmentation
2) it will trigger your ISP "DF bit" (Don't Fragment, which will lead to dropped packets)
Of course you can still try, but trust me leaving it at default value is the best option. Lowering it will fragment your packet way before it even hit the server your playing on (they will fragments inside your ISP infrastructure).
