my frametime goes up every time I kill. my frametime is also unstable. I get 360 stable fps, which drops to 300 every ms. I want you to check this for yourself.

The resizable bar causes stutters on AMD systems (including Nvidia graphics cards and AMD processors). When I turn it off, I have a much better gaming experience.

I do not recommend the map you posted. Because it gives very irrelevant results. The real test is to constantly check FPS, 1% and Frametime in a normal match.

above 4g decoding
resize bar support
sr-iov support
so if i done it the right way like you said, and in the pictures below, only 4g decoding should be enabled ?

If I'm not mistaken, making it Processor 1 moves some interrupts from CPU0 to CPU1. I've seen this in latencymon and xperf.
