“Different RAM” is a vague term. You could've bought sticks which weren't on the QVL of specific motherboards you've purchased in the past, the probability isn't 0.

Higher res / GPU usage will naturally lead to more buffering (CPU runs ahead by an unstable amount).
I haven't played CS2 for a year now, but back then I always felt mouse float when using dx11. I've felt the mouse was more crisp on Linux with a gaming kernel. On Windows, you should try Reflex + Vulkan. Back then, the Vulkan version was stuttery on Windows, but was even more snappy than on Linux (with Reflex enabled) and I've measured 1 ms (20%) less input lag than on dx11. Hopefully they did improve the stuttering situation by now?
