I talked to many gamers from Virtus.pro team, as well as several streamers and PC builders for LAN gaming. They told me that my situation is not very common, but it does exist. I have a good computer with high FPS—say, a 240Hz monitor and FPS ranging from 300 to 500—but the picture is not smooth, and everything feels very strange and unnatural.

This problem, as they explained to me, is caused by overloaded transformer boxes—basically, the lines are congested. In short, they told me that the only way to achieve better results is to move. Software tweaks or settings won't help; I need to wait until the transformer is fully replaced or the wiring in the building's entrance, elevators, and all equipment is upgraded. It should be ideally grounded and located far from the river because grounding can deteriorate over time.

They said there's no way to fix this issue otherwise. You can verify this yourself by playing away from your area—at a computer club or a friend's house—and you'll notice the difference. I'll attach a video here (in Russlan), but in short:

There was a person who was first in Russla to get top 1 on FACEIT. He lived in a different apartment, and as soon as he moved out of his parents' place into another apartment, everything changed. He thought it was just a slump or PC problems—his YouTuber bought him good PC components and accessories—but nothing improved. He went to a LAN tournament at college with 60Hz monitors, and the gameplay was much smoother and more lively than at his home.

And then he disappeared from view, no one knows what happened next.

I did have ur issue a long while back with valorant which I fixed with ups/changing electrical stuff at home and such, untill I started getting freezes during fights only in valorant for some reason and I stopped playing.
It's really hard to fix and the reason it happens is not the same for everyone and the same stands for the solution aswell.
I took my pc to my house outside of the country before trying anything and it was flawless instantly, so I knew the house was the problem.

Internet wasn't the issue at least for me, when I had the issue the same thing happened with copper and with 1gbps fiber too.
If the house has issues you can't really expect anything to last forever unless you fix the source of the issues and it's usually the electricity being bad where you live.
I do have grounding but it has high resistance and it's hard and costly to fix.
