Guys I found a reddit post (I can't link it) it is called "Stabilizing Packet Loss & Latency on Starlink for (semi) Competitive FPS Play (Gaming)" by u/CompleteTowel
I tried out the method he used and improved my main problem - that is upload jitter and network instabilities
Now I still want to increase PC-performance to get rid of those nasty 1%lows, just not now as I need to look if I have any important data before getting new windows install (I just set my monitor to 240Hz in the meantime)
I basically don't have the time rn to do so in a proper way
Anyway, using speedify stabilized my internet a lot - I cannot explain why as both connections still go through my router and ISP - and I have to test more in the folloing days, as we all know internet can be good one day and bad on the other
Please read the reddit post I mentioned and give me your opinions on what you think about it

take a look into event viewer most overlookd thing by tweakers!
especially on invasive faceit/vanguard
open the game go into a dm and alt tab and see any errors that pop up id and there is documentation online
biggest culprit tpm errors/firewall errors/constant errors from ur internet(intrusive anticheat may fake flag ping it thinking its a dma card lmao just got this informstion thats why so many ppl have problems with realtek on intrusive ac programs)
gl hf troubleshooting its pretty easy!

this is for all those people who is facing cs input lag , hit reg issues, desych bullets fly in different direction while spraying, im gonna give you guys a breakthrough or proof , that this problem is no longer there in csgo legacy .. dont beleive me? try yourself go to steam cs2 then go to betas and select csgo legacy and download old csgo ... play a dm locally with bots and boom.
the problem migrated to cs2 from csgo as they shifted all the configs inventory and all backend apis and now csgo legacy is input lag free ... this is a much deepeer problem thats related to steam and cs . this also proves that this is not a hardwareor elecricity or interner related and also dont waste your money on new pc or new parts..
only people sensitive to input lag weird spray can relate to this problem

I don't understand what you are trying to say, for me I only have bad hitreg when I have upload jitter - in offline CS2 it is also perfect, same as csgo. As the upload jitter, most of the times, appears every 30sec-1m there are also times when hitreg is good online. And sometimes we all have to just admit we didn't hit the enemy where we think we did - simple
I think in the end it is an online game and it can never feel as good as offline since all the information has to travel around the world just for a bullet to reg. All we can do is optimize as good as possible to make the marge of error as small as possible
