There's no other way around it.
You need to give us more concrete information on what testing you've conducted and whether you've even conducted any testing.
Start by telling us which BIOS settings you've changed.
Showing a ZenTimings screenshot with your EXPO profile or run EXPO disabled for a while on a new installation
These are good 1st steps for troubleshooting.
This is, of course, assuming we're not talking about external factors (psychological, physiological)
At this point, with the sheer amount of similarly titled threads (all from CS2 players, funnily enough), I think users here should stick to ECC RAM (+ ASUS, Asrock or GB AM5 board) and stop taking any mind-altering medications (if they're doing so)....

In NVIDIA, create a custom resolution, 1920 x 1080, and set it to polarity + + (plus plus) or + - (plus minus), save and apply. Since you just bought a new monitor and it got fixed until reboot, maybe for some strange reason it's forcing a default polarity of - - (minus minus), and that negative-negative setting makes everything look weird and choppy. In games, I get high FPS but no smoothness in the image. The recoil is exaggerated, twitchy, and unstable—completely lacking smoothness and softness in the picture. There are no lags or freezes; only the smoothness and visual softness are affected.
I have tried all tweaks from five different people who configured Windows and BIOS for me, but there is no difference.
For example, in CS2, I get stable 750-800 FPS on a 240Hz monitor with everything set up correctly and the game fully configured. But the image feels like my FPS is only around 100–120. When I try to control recoil by pulling down the mouse, bullets don't respond properly—they seem uncontrollable. Sometimes everything hits perfectly, especially at night.
My router is Keenetic Ultra KN-1810 with internet speed of 1000 Mbps.
I wonder if the internet connection could cause unstable visuals or strange recoil behavior. Also, could the issue be related to RAM or the monitor? Honestly, I don't know what else to do. Please help me!
And just to clarify, this problem isn't only in CS2; it occurs on the desktop and in other games as well. There is high FPS everywhere, but it feels like there's not enough FPS or that something is off with the smoothness.
I understand that this could possibly be electrical or abnormal input lag, but I live in new, expensive houses, and honestly, I don't know if that's the case.

How can you give an opinion on something you haven’t even tested, just by linking a topic from someone else, without trying it yourself? I’m saying it because I tested it for several days a few months ago — if you set double negative polarity, your Hz get messed up. You're talking about some settings, but I've been dealing with this issue for 3-4 years, buying increasingly expensive graphics cards and processors. I also have professional BIOS and Windows tuners who do this for a living. I have many friends in esports for Apex, CS, and Overwatch.
They all tell me to leave this cursed apartment and move somewhere else. And you keep suggesting some EXPO profiles and tests to send you. First, read what I wrote in the post. It really irritates me when I say everything is perfectly configured on my end, and you start talking about profiles.
I have four computers with different builds and components, all configured differently, but the problem is the same everywhere: no smooth image. I thought maybe it was the monitor, but no—I bought a BenQ XL2566K+ with 400Hz. The first five minutes were great, then suddenly everything went downhill.
The issue is 100000000000000% related to electricity—either in the transformer box or perhaps in faulty elevators.

Kuobe, even a poorly configured PC will work flawlessly at 60fps/60hz in a place where there are no problems with monitor smoothness. Enough talk about how bad settings are the root cause of all the problems people have here. This certainly makes sense, but not as much as if everything worked initially from the first seconds of the Windows circle animation.

It's about minimizing latency fluctuations, all of which are graphable with PresentMon & similar tools.
It doesn't matter how many different builds & components you've had, the possibility of applied settings being detrimental to latency every time is present until you prove otherwise.
All of those issues you're describing can be rooted in electricity & networking.
However, until you've given more concrete evidence that your HW & SW is set up correctly, all of these assumptions are moot.
