Desync is like the term input lag, as it can mean just about everything. And from personal experience even I can say that you can fix desync with configuring hardware and software.

No. I feel like people can't tell the difference between desync and input lag.
Input lag is a GRAPHICAL DELAY. It's when the image, the frame being played, takes longer than usual and your system feels slower overall.
Desync is what happens in an online game when what is happening on the server does not reflect what is on your screen and this information arrives too late.
Your bullets never hit, your opponents' interpolation is very fast (so fast that a human cannot track it), and the position query of your opponents is no longer correct. The client and server sessions are completely out of sync with each other.
That is the definition of desync. Desync only occurs in connection with the internet. It has nothing to do with hardware or anything else. Everything related to the system is input lag. The internet is not part of it.
