The only effect this has is a change in memory throughput and/or access time, which in turn affects performance. It can also affect system stability and data integrity in case of memory errors, in which case "desync" would be the least of your problems.
How it could possibly affect timer accuracy is something that would need to be explained.

I have to agree that turning off EXPO and using my RAM stock at 4800mt/s makes CS2 feel better - I no longer feel like I'm dying instantly or out of sync with the enemies etc. even though the game is "not as smooth"
We have similar MOBOs, I am using the GIGABYTE B650 AORUS ELITE AX ICE paired with 32GB G.SKILL TRIDENT Z5 NEO. (6000mt/s EXPO)
Was thinking if there was a possible workaround to make my game feel less "choppy" despite pushing 500+ FPS on a 480hz monitor but still keep this minimal desync feeling.

So setting my RAM in the bios to what task manager says its running at made my pc feel amazing, as always lets see how long this lasts

You need to buy RAM that has a jedec profile from this list.
But you need to take into account that, for example, the Ryzen 7800x3d supports 5200 MHz RAM, and what will be higher depends on the luck of the IMC processor.
Although JEDEC defines the basic timings for DDR5-5200 at 38-38-38. However, the timings shown in the table apply only to Class A chips. Class B and C chips have even higher delays, which further reduces performance.

I'm actually surprised to see them pushing DDR5 specs this much so quickly compared to the past generations, this will at least make up a little bit for the shortcomings of mainstream platforms having only two channels. I do wonder how long it will take Intel and AMD to have CPUs certified for these speeds, it's quite a jump up from their current support of 5600(intel)/5200(amd) MHz respectively.
