oh sorry, when you said input lag advantage i thought you meant the time between you perform an action irl and it does it in game but you are talking about the input lag of the frames right? So there won't be any situations in when you prefer gsync+vsync off over both on since you aren't sacrificing anything except for tearing frames which are never beneficial.

Same thing in this case actually; the sooner see your action reflect on screen, the less "input lag" there is. So since G-SYNC on + V-SYNC off can show some information anywhere from 0 to 1/2 frame faster (though it's usually closer to 0) than G-SYNC on + V-SYNC on (at the same framerate within the refresh rate), it could still technically be considered an input lag "advantage." Obviously though, that advantage means "tearing," which is kind of against the point of G-SYNC in the first place; no tearing.

If you never want to see tearing, you want G-SYNC + V-SYNC, in which case, yes G-SYNC on + V-SYNC off does not provide those who can't tolerate tearing an input lag "advantage," as said advantage is tearing in this case.

And to be super, super clear here, YES, the only difference between G-SYNC on + V-SYNC on and G-SYNC on + V-SYNC off within the G-SYNC range, is that the latter can tear. Otherwise, they are identical.
