Hey man,
Bit late to this thread but I ran into the same problem as you and I think what caused it for me was that I clicked the restore button in Manage 3D Settings in teh NVIDIA Control Panel. I then went into the global settings and changed the Max Frame Rate from 'OFF' to set to 280hz. This then enabled me to set the refresh rate again in the resolution settings. Hope this helps.
Hey I'm having the same issue. I tried what yuo said by changing the frame rate to 240hz which is what my monitor is but i still only get an option for 144hz can you help please? All of sudden it dropped from 240 to 144 and i dont know why

But hdmi doesn't give 240 hz. So how did you fix the 144hz problem by using a n hdmi cable?

It does, the monitor has hdmi 2.0 and is perfectly capable to run 240hz over hdmi

I remember this issue when I use to own this monitor..
Its a glitch with monitor that is probably caused by the overclocking feature.
Try just resetting the OSD settings on the monitor, should fix the problem.

Is this a permanent fix? Or will the issues start occurring again after a while?
I'm having this issue with my VG258QM.
Also- does anyone know if there is any type of HDMI cable that support 280hz?

I'm a bit late to the party but just came across this page and think I might be able to help.
I am no expert but it seems Adaptive-Sync with the Display Port connection has something to do with the monitor reverting to 144hz.
This is what I do to get back to 240hz -
Go to the monitor OSD settings and turn off Adaptive-Sync
Then on NVCP / Windows Advanced Display Settings I can turn on 240hz
Then turn Adaptive-Sync back on from the monitor OSD and 240hz is still enabled.
Hope this helps your issue.

Maybe another tip to toss in is to; set Scaling mode on per GPU; not display if you have multiple monitors.
