I would try to change power supply. 600w is too little.

maybe, but I have a gtx 650 now, so I don't think there's an emphasis on power

Immediately to the solution: in the BIOS in "Advanced CPU settings", "State control C-State" select "Forbidden". The default is "Auto".

I really appreciate your attention to this topic, but it does not work. I tested it with the default bios. But the fact is that my BIOS settings did not change in any way over time (disabe c-state), the problem came from nowhere.
As for the sound from the power supply, it is, but I don’t notice it, although its presence is very strange.
Tomorrow I'll try to take the system out of the case and check it out, I'll write about the results here.

Probably electricity got worse, maybe something got installed in your area that is creating extra interference in the line, or something got changed in the powerline, or maybe even at home?
At least I don't think it's interference in the air, that squeaking of the power supply I think indicates something wrong in the line? Did the other PSU give the same squeaking?

Also, you tried a different mouse right?

I've tried different mice pulsar xlite, xm1r, viper 8khz, mm710, all the same.
the power supply that beeps was new, but even on the old one, this squeak is heard in the load, only less noticeable.

I completely pulled the pc out of the case and at the first start I got an even graphic.
I do not know if it happened because I completely de-energized the system, or the case somehow affected the mouse, I do not know.

after 10 reboots, the graph did not deteriorate, there are strange drawdowns up to 500 hz, I do not remember whether it was or not, but the difference is noticeable, it really is a case, it remains to understand why PC case gives a strange mouse behavior.

Might be electrical issue then. Might be worth it to get a full on high quality portable battery and try running your PC off grid, I think the chief created a thread tutorial chief on how to do it, try running it for a few days not just an hour. But that's if you can afford to do it.
