Make a tracert to the first node 46.223.197.252 show the result. It seems to me that the problem is between LaggyTyp and the first node. I doubt that you will have a jitter of 5ms like LaggyTyp.

This is a tracert of 2000 km 2 different providers at the same time.. And Vodafone, the intermediary that sells traffic to my country, does not cause any complaints.

tracert doesn't show jitter, a repeated ping test does. Here's my result

High jitter might just be a simple QoS mechanism where ICMP packets are deemed unimportant in a high-load scenario, thus being delayed on purpose for other, more important traffic to come through. It might indicate something, but it's not definitive.

The following change has brought the biggest improvement so far, and I'm not a placebo type.

tscsyncpolicy = Enhanced
useplatformclock = No
disabledynamictick = Yes

I'd like to understand WHY?

It works!

It works with my platform. With my motherboard. With my CPU.

It doesn't work with a friend (AMD 9800X3D).

Someone messaged me and asked me exactly what settings I had.

1.) All network card options (Device Manager) disabled

a) Interrupt Moderation = On
b) Interrupt Moderation Rate = Off
d) Network card Transmit Buffer (Device Manager) = 1024
e) Network card Receive Buffer (Device Manager) = 2048

2.) REG: Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile

a) NetworkThrottlingIndex = 70 (Decimal)
b) SystemResponsiveness = 0 (Decimal)

3.) CMD@Admin: netsh interface tcp set global rsc=disabled

4.) CMD@Admin: netsh interface udo set global uro=disabled

5.) CMD@Admin: netsh interface udo set global uso=disabled

6.) CMD@Admin: bcdedit /set tscsyncpolicy enhanced

7.) CMD@Admin: bcdedit /set useplatformclock No

8.) CMD@Admin: bcdedit /set disabledynamictick Yes

This will never fail to make me laugh. A version of Windows benchmarked to be worse than stock in some games is actually the solution to all the problems.

It ran poorly with Windows 11 24H2 + ReviOS (Hitreg)

Only with the changes did it run normally again.

PS: FPS are and never have been a problem.
