The full path to fix the problem.

Everything about latency. This section is mainly user/consumer discussion. (Peer-reviewed scientific discussion should go in Laboratory section). Tips, mouse lag, display lag, game engine lag, network lag, whole input lag chain, VSYNC OFF vs VSYNC ON, and more! Input Lag Articles on Blur Busters.

This is what happens if you connect two devices to one USB controller: the polling rate is unstable.

I used to be skeptical about reverting to default settings but after much trial and error I have to agree with the comments above. Hardware and software engineers make things in a way so they work out of the box. It is only a human conception that settings related to power-savings, higher performance and less resource usage provide benefits over the optimized defaults.
There are a few more overlooked details, that I'm going to share one now:
1. Removing protective film from PC case

They are added for obvious reasons: to protect the devices from dust and also to filter EMI, so do not remove them under any circumstances.

This is yet another mistake contributing to worse conditions.

I deliberately left the film on the glass panel, but I removed it recently no change.

Not sensing the irony, we truly are living through dire times.

 Always buy a monitor from Benq Zowie or Alienware, these monitors have drivers to interact with the OS and have better performance.

:!: I have a 240hz aorus monitor and this monitor does not have a driver and it has scaling issues.
This monitor has the ability to update the firmware, but this does not help to fix the problems.
That is, I set gpu scaling, and the monitor doesn't interact with it correctly.

this is cant be real. I have 40 ping to eu servers and game is .5 second delayed.
Post a real time recording not a demo.

In that case, buy a 14900ks, remove all limits, cool it with a chiller, and move to a location where the game servers are located. Play with 0 ping and 1000 FPS. This way, you'll get 1 ms of input lag.

14900KS is not a best cpu for cs2 for a looong time...
But your advice wont work, not your latency to the server but to your opponent matters. If your opponent sits behind lagcompensated 100ms ping wall, you will never have good input vs him which makes high pingers extra annoying. You dodged as fast as he started peeking in your client? Nah, in his you client you didnt even move. You fire back? Not in his client...

if you find 2546s take it guys, it was like crt on 800x600 1024x768 display scaling. Best monitor.
