I had the same problem (13900k&3080). What really fixed it for me:

Installing the new insider beta in which they fixed the problems with high poling rate mouse.

its not only a mouse problem its the game that doesnt look like a 500fps game i have 0 smothness

I wouldn't say this is your PC issue.

The games just really-really stuttery and unsmooth for some reason. Tried with i3 9400f + RX 580, Ryzen 7 3750H + 1660 Ti Mobile, Ryzen 5 5600x + 6700XT while 3 of them can run Apex Legends at 144FPS (although the game is broken with too much crashing and/or server issue)

Have you checked your mouse polling rate is 1000Hz?
Is your DPI high enough?

Valorant has a server side issue that you as a player can't fix on your side.

the game should be smooth. I have no problems with it playing smooth on AMD or nvidia GPU.

Try a couple things maybe:
1. If you don't have process lasso, give it a try and enable bitsum highest performance power management plan. Tell it to mark VALORANT-Win64-Shipping.exe process as "performance mode enable"
2. What happens when you set in-game FPS cap to say 400FPS or 300FPS. Does it still turn terrible smoothness?
3. Try nvidia frameview https://www.nvidia.com/en-us/geforce/te ... frameview/ This will tell you your 1% lows and some other info about FPS and latency while you're playing. Turn on the FPS graph and latency graphs under settings> video > stats > . Make sure turn on cpu wait gpu, total frame time, present latency, gpu render latency, cpu render, cpu game, cpu + gpu. See if anything shows up there when shooting at bots in range(turn on practice mode and full spray at the bots).
4. Try disabling e-cores in bios so only the p-cores remain active and see if that makes any difference.
