no, there will be a difference in any case. Another issue is that on an "infected" installation all these settings have no effect. This is all an "add-on" that affects the feeling. None of the BIOS/OS settings will fix the problems that come from outside the PC.

But that issue was "fixed" by the time 2nd gen ryzen came out and mobo manufacturers hid the option.
I think the general consensus for today is hpet on in bios and off in windows. Turning it off in bios could lead to desyncing issues.
For mouse snappiness/feeling, just turn off all power saving settings in bios/windows and you should be fine.
