Okay big update. After 7 months of losing my mind, 4 different pcs (literally 3 were confirmed broken), a different apartment, 10 different mice, ethernet cables, monitors, you name it I've tried it. I think I've finally fixed it or at least to the point where I'm never changing a setting again.

My issue was that in valorant mostly or windows alone my mouse was like moving a magnet on a fridge, it felt almost magnetic or robotic how it would move rather than loose. Due to my OCD/ADHD this has drove me fucking insane as I can't seem to close a chapter on something until I find the solution. I'm definitely sensitive to this sort of thing but this was undeniable, I even considered that I had wrist issues or maybe it was my medication. Every setting I would try to change whether it be gpu scaling, enabling literally anything, changing a bios setting, changing mouse hz - you name it, it would change the mouse feel however it would never be consistent. If it would remain fucked up in a certain way consistently, I could get used to it but it would always change. Sometimes it would feel like the mouse is on ice, sometimes it would feel like it was dragging through mud. Sometimes moving it down diagonally to the left wouldn't work and it'd get stuck, sometimes moving up. Sometimes it would accel, sometimes it would deaccel. It made no sense. Wireless mice felt a lot worse than wired.

Somehow despite all this I've remained immortal but the tilt out of knowing how much better I could be doing if this wasn't an issue, watching my teammates freely move their mouse and being unable to be confident while playing since I don't know whether the mouse was going to go where I move the mouse.

The issue remained with this pc when I initially got it, the previous pcs were all ASUS motherboards and corsair cooling/lighting.
Pc 1: i9 10980xe, ASUS 3090 STRIX OC, X299-E Gaming II - I knew this pc had issues from getting it but didn't care to fix back then, eventually pc broke entirely and it was determined the CPU and ram was on its way out. Mouse felt like angle snapping on this pc, only would move side to side. Pc had a realtek 8125 nic and Intel I219-v.

Pc 2: 7800x3d, 4070, not sure on mobo exactly but ASUS am5. - Similar issues began like the first (this started my descent into madness, how can another completely different pc have the same issues). This pc bluescreened left right and center. Eventually was determined the CPU was faulty, returned for refund. Pc had a realtek 8125 nic.

Pc 3: i9 14900k, 4080 SUPER, ASUS mobo forgot the name. - PC came with issues so I returned it, sounded like a jet engine. Didn't really use it that much. Pc had an intel i225 nic.

Pc 4 (current): I thought fuck ASUS, I'm going to build my own except the same company that delivered me nothing but broken shit (scan.co.uk) was around £400 extra plus their warranty etc, I thought no way they could screw it up 4 times and its probably worth the risk. 7950x3d, NZXT kraken elite watercooling, MSI 4090 Suprim, MSI MAG X670E Tomahawk Wifi. Realtek 8125 nic.

Initially after receiving the pc I noticed the windows wasn't even activated which was a hilarious start considering I paid extra for windows 11 pro, turns out they installed win11 home and told me 'I'm sorry you will just need to reinstall windows'. Great start.

Insanely long boot times which I know is normal for AM5, tweaked bios things, windows 11 etc windows 10 - same issue remained except not as bad. The mouse just wouldn't move smooth it'd be pixel skipping and feel like it'd go heavy if it hovered over something e.g an ingame menu.

Now to how I fixed it, not entirely sure which fixed it but I don't want to even attempt to change anything:
- Used revouninstaller to uninstall realtek audio console, realtek audio driver - biggest difference I would say, I feel like a lot of the issues on this forum are caused by audio issues. Try play without headphones plugged in. My old headset (G PRO X wired felt awful compared to my current HyperX cloud III).

- Uninstalled almost all windows apps - your phone etc including everything related to gamebar (I know 7950x3d uses gamebar so I had it enabled previously).

- Disabled game mode

- Updated bios

- Separated USB devices: headphones in bottom red port (chipset), keyboard in front port, mouse in far left blue port (CPU). This headset supports USB-C natively but when plugging into usbc ports sometimes my pc would just turn off if I unplugged it so not sure if there is some sort of issue there someone could comment on.

- Updated nvidia drivers from 551.86 to 555.85 (Previously downgraded due to latency bug in valorant), decided to clean install through nvidia rather than DDU this time.

- Updated realtek 8125 drivers to latest on the realtek website, changed nic settings to disable all offloading and noticed the receive and transmit buffers were set to 1024 receive, 512 transmit when as far as I'm aware this should be opposite. I set both to 1024 (Not sure if this is optimal).

- In control panel > sound I disabled enhancements for all devices (S/PDIF) etc. I didn't disable them all except my headset I noticed it was for some reason worse if I did.

- Ultimate power plan with no changes.

- Downloaded NZXT Cam but disabled all the options for mouse, keyboard, lighting etc. Disabled from startup after.

- Downloaded MSI Center and mystic light just to set the lights to off. Uninstalled after.

- Disabled Mystic light services in services.msc I believe one is called mystic something the other is lighting something, double check on google.

- Disabled PSS support in bios (I read this is pointless and barely saves power), disabled hd audio controller in ezmode, disabled the lighting on ezmode, disabled wifi/bt.

- Updated windows to latest version that came out yesterday.

Voila. Mouse moves consistently, doesn't matter what scaling I use or mouse hz. Tried wired, wireless and everything feels consistent. Changed nvidia settings to prefer maximum performance, disabled vsync etc and it didn't make any difference to mouse feel like before. I even was previously using DSC disabled on my PG248QP to make it max 360hz as I thought this was adding to the issue, I re-enabled it and now I'm using 500hz with no issues.

I hope this helps somebody and I'm not going to say I hope this will be a permanent fix, I know this is fixed. If I put as much effort and hours into fixing this shit I'd be jeff bezos literally. I'll still stick around to give people pointers because this forum although it drove me into the depths of hell researching things was almost like a support group. Thank you everyone.

Thank you for being a part of this support group!

Jokes aside, I really hope this configuration works out for you in the long run. Coincidentally I've been running display scaling, multithreaded rendering off and memory integrity off. It's actually been working out alright. Mayhaps Riot optimized their engine for 8.10.

Hey man, I just wanna ask if you have tried true stretched with the control panel and disabling monitor method and if you have have you noticed any difference in hitreg?

What you don't mention is if issue remained until you changes all of those things or it was not present since first boot?
