I know this is how Intel Turbo Boost works, it's by design, so no idea how you have it working since your cpu isn't even unlocked.

Select power plan High Performance or Ultimate (since I think this is what you are using).
See what frequency it shows in each of your cores in HWInfo64.
Then go to BIOS and enable SpeedStep and try again.
If it still doesn't go beyond 3.3, enable C-States in BIOS and Windows in the power plan (demote = 40% and promote = 60%).

My CPU is 3.5 base and 3.9 turbo. All my cores work at turbo speed while in High Performance power plan.

There is no diffrence between High and Ultimate power plans,i use ultimate,i did enable "Intel(R) SpeedStep(tm)",set demote and promote like you said,still no difrrence i will provide screenshot,also wich of the c-state i should enable?

3.9GHz is only when 1 core is being utilized but for all of them it should be 3.6Ghz make sure you on high performance power plan
i am still no diffrence.
this is not the default high performance power plan, the power plan you using probably have something wrong

Enable all states except C1E, like in here:
