Yes you are correct I believe and I wish something happens from iRacing side to get it sorted. After several months since I started topic here, iRacing also keeps updating, Windows updates, nVidia updates...there is almost no possibility to make long term tests with the same stable version. Currently I see still microstuttering but it's not exact the same as it was. I feel that distant objects (like trees hills etc) are stuttering as earlier, but for example closer objects like signs fences cones are more fluid. But still it may vary day-to-day.
But just answering topic question, I think there is no sense anymore to expect/desire full screen exclusive anymore with the way Windows progresses. When I learned all that stuff about presentation models, variety of options that are there, it's a pity it's not just all growing next to stabilized FSE. For your well being they just decided true FSE is not there (windowed borderless imitates FSE), they develop much more complicated scenarios which many users possibly don't need or even don't want.

I haven't been on here for awhile and I just happened to be stuck sitting waiting for seemingly-ever for a train and stumbled on to this thread. The train is nearly cleared but I might have some ideas and be able to help a little later today when I'm at home.

I have been researching this topic as well during the past 2 weeks and I've come to the same conclusion.
I've even made my PC triple boot with the latest Windows 10 build, Win 11 23H2, Win 11 24H2. Even with Windows 10 the stuttering is still present. I'm using MBR strobing is this was so sharp and smooth a few months ago. Now the strobing just enhances the stutter.
The only way I got it smooth is by setting up my triples with nvidia surround and disable MPO (both needed to get gsync working with iRacing), then setup Gsync + Vsync in NVCP and cap at 5 fps under my refresh rate (175 fps, 180hz in my case)
To my surprise, surround gave me more FPS than normal triples because I read everywhere that it was the other way round. The difference is not huge, maybe 2-5fps.
The downside of this fix is that there is more blur than with MBR @ 165hz and I can't use overlays anymore on top of my simulator because it disables Gsync. I need to have the overlays on my 4th overhead monitor, but I would prefer to have some of them on my primary monitor in my line of sight.
I have an RTX3080 and 9800X3D at the moment. I'm not able to hit 165FPS all the time like I used to since the rain and particle updates.
I have an RTX5080 coming in tomorrow and then I'll try MBR again maybe combined with vsync of fast sync to see how that holds up. I should hopefully be able to hit 165fps constantly with that card (currently hitting 115-170fps with an RTX3080)
Otherwise I'll keep using gsync+vsync capped and we should get the new iRacing interface with native overlays next month. Then I won't have to rely on the external overlays anymore for detailed relatives and standing. I can keep a good fuel calculator on my 4th screen then.

I'm trying to ACCOMPLISH this situation:
Triple Monitor setup (3 exact identical monitor LG 32 ips monitor)
9800x3d and 5080 hardware with Win 11 24h2
I'm desperately trying to run iRacing in HARDWARE COMPOSED: INDEPENDENT FLIP with an "overlay app" on top (Kapps)
it seems IMPOSSIBLE.
Only i can do is COMPOSED FLIP (with or without nvidia surround) with added latency that is unwanted for me. If i close the Overlay app, it immediately go HARDWARE COMPOSED: INDEPENDENT FLIP. Then i reopen the Kapps and it returns again COMPOSED FLIP.
Without surround MPO planes on the center monitor are 6 and MPO is disabled for second and third monitor.
With Surround MPO disabled for giga virtual monitor.
