So what’s the overall condition right now for you? note that it is important that you can confirm you have input lag before anything as i have and will explain how i knew for certain, basically early of last year i built a simple RTX3060 12gb gpu 5600x CPU PC for someone as a gift which wasnt optimized at all you can even say the drivers were poorly installed, once i finished i decided to test some games to ensure stability so i downloaded valorant which is the game i main and let me tell you this pc felt like cheating i genuinely couldnt get enough i actually ended up not testing other games because it was so much fun, the hit reg was unmatched the mouse feel was as 1:1 as it gets, the game felt new essentially and so i went to my own pc which has an rtx3080 5900x CPU and noticed how worlds apart my pc and terrible my rig felt compared which obviously was more expensive and somewhat optimized, i couldnt believe it this is what led me to this forum trying to fix this and some of the problems were gone using the methods on this site but nothing felt like what i experienced on that PC.
now you might think this is hardware related as i did but it is NOT so save your money plz noobies ive made that mistake and its not worth it, i found this accidently just yesterday so try this to get an idea, heres what i did.

1. (Must Do) UNPLUG ethernet cable connected to motherboard.
2. connect using wifi or hotspot.
3. test your game.

you might be on higher ping than usual like 30-70 or lower depending on your signal but you can get a rough idea just by playing some dm's if you notice faster gameplay such as fast movement, animations are faster, mouse is faster then you have an ethernet related issue which can be due to poor cable, far away from router so youre using a long ethernet cable which i believe causes major issues, or poorly optimized ethernet settings in windows.
for some context i only discovered this because i am currently changing internet providers and needed to use my PC so i connected on hotspot and remember seeing a post asking people to do this method and i am now pushing this message further because in a few days i will find out if my long ethernet cable and distance from router was causing this inconsistent and insane lag and hopefully help others from wasting their time with this, now i will be really close to the new installed router and will be buying a new ethernet cable.
keep in mind this is the closest i ever got my PC running super snappy as the 3060 rig i gifted which WAS tested using ethernet and significantly closer to the internet router which is why i believe it ran perfect, so my theory simplified is the 3060 snappy rig was worlds better because of shorter ethernet cable, closer to router. and my personal 3080 rig ran like an absolute slug was because of lengthy ethernet cable, further distance to router. as i stated i will be finding out in a few days.
closing this post i am asking for opinions as i understand this is a known issue and know people who actually strictly switched to a wifi connection because of this, my motherboard uses Realtek Gaming 2.5GbE Family Controller which i dont think that in itself has issues.

Phone USB tethering gives me less input lag than being completely disconnected from the internet. It's been 3 days.

I started using a USB to Ethernet adapter instead of my phone and the result is the same. Maybe it's related to the NIC being disabled (I-225V) but everything is still much better and stayed consistent so far.
