“Floaty mouse” is a vague term and extremely subjective. What one user finds “floaty” may be optimal for the other user.
You could be more perceptive than others in regards to this. You also could've done improper HW & SW choices historically and cloud your perception.
I cannot give you a concrete solution, unless you do the troubleshooting yourself and report back or you ask someone to do it for you.
LatencyMon is not a good way to troubleshoot DPC/ISR of your system, especially at idle doing nothing.
ASMedia PCIE add-in cards are cheap, you can consider those as a potential solution to this.
They're one of the better performing drivers in terms of DPC/ISR.
