“Floaty mouse” is a vague term and extremely subjective. What one user finds “floaty” may be optimal for the other user.
You could be more perceptive than others in regards to this. You also could've done improper HW & SW choices historically and cloud your perception.
I cannot give you a concrete solution, unless you do the troubleshooting yourself and report back or you ask someone to do it for you.

LatencyMon is not a good way to troubleshoot DPC/ISR of your system, especially at idle doing nothing.
ASMedia PCIE add-in cards are cheap, you can consider those as a potential solution to this.
They're one of the better performing drivers in terms of DPC/ISR.

Which DEV_ID in device manager? If it's a card with an ASMedia controller, have you installed the vendor specific driver?

your absolutely right man, I see people conplaining about floaty mouse who were top 500 in owerwatch…. I would literally pay thousands of dollar to get his „floaty“ feeling. My floaty mouse actually limits me to really low ranks

And how would this solve the floaty mouse problem? What do you mean by optimized? I don’t understand any of this, I don’t know how it works. I’ve already tried countless USB ports, all of them are just as bad, the mouse feels floaty, I get headshotted instantly, I overaim, I’ve changed the motherboard, processor, switched from Intel to AMD, even changed my monitor. I have a 380Hz monitor, tons of FPS, and yet I still get killed.

If something goes bad periodically or randomly then it's most likely caused by something other than bqd hardware or software configurations. Again, I had my phone affected by this, PlayStation, TV, every electronic device you could control with your hands in some way.
Existing ideas aren't going to fix it alone, this needs to be thought through with care.

Have the same network card, try setting low priority to it on msi utility, you'll be surprised how mouse sens changes. Mouse/keyboard is just a part of input lag, you may have a perfect m&k but dogshit hitreg and motion clarity .
