I have seen a VG278HE properly do 144Hz, so there might be a firmware bug.

Could you post some http://www.testufo.com/frameskipping images of the 144Hz mode please?
I would like to try to diagnose/debug the frameskipping.

This has happened to certain early AOC firmwares that frameskipped badly at high Hz but newer AOC firmwares fixed it. Some AOC users were able to RMA their monitor to exchange with a newer monitor with a firmware fix.

Also, some early 240Hz FreeSync monitors had a hidden frameskipping problem in non-FreeSync mode that was fixable via a Custom Resolution hack. You might be able to play with the Vertical Totals of your 144Hz mode to see if the photographed frameskipping pattern at http://www.testufo.com/frameskipping changes.

Frameskipping bugs at max Hz is not unheard of but is extremely annoying.

This is why future monitors must have user-upgradeable firmwares. Having to RMA a monitor for a firmware upgrade to fix a frameskipping(stutter) bug is quite annoying.
