By any chance have you done any tweaks to your pc, more importantly, any custom resolutions, or messed with timers in bcdedit?

I have indeed, but have also formatted my pc more than 20 times in the last few years to test from a fresh boot, also persists in safe mode.

So it does it on a fresh install? Strange, sounds like hardware, I get it on my build when I set a custom resolution, or sometimes mess with timers on bcdedit, without these it’s perfectly fine, to me it sounds like a monitor timing issue/potentially graphics output, I believe you mentioned you used a 60hz monitor, does it do it exactly the same on this?

Also does it do it in bios?

Yes, the issue began on the 60hz monitor I know worked fine prior to this, then upgraded to a 240hz with the same inconsistency.
Also yes, this issue is also present in the bios albeit more exaggerated.

If it does it in bios and on other monitors/mice then it’s most likely going to be one of your hardware components, I feel like it would be the motherboard realistically, if you have the money I’d buy a cheap motherboard from Amazon, or anywhere with a return policy, replace that part and see if it fixes it, if not you’d have to go through replacing every part until it’s gone.

Well the problem is I have tried on a pre built omen, which was RMA'd 3 times = 3 seperate rigs.
And also now on my self built. The only common denominators being mb chipset and brand of cpu/gpu.

Yes sir. Both chipsets were z390, unsure wether that makes the Omen mb an asmedia board also, but the one in my self built is a rog strix gaming-f Z390.
I extracted the 2080ti from the omen for the new rig, which requires being undervolted to maintain temps, the omen required a gpu to boot so I bought a cheap 660gtx, same issue.
I also took the nvme from the omen for the self built, which is a toshiba... something.
Set up a samsung evo ssd in the omen for os and boot, same issue.
Different RAM, both prebuilt pumps but different brands, both intel cpus 1 i7 and 1 i9 9900kf, different psus 1 gold 1 plat both 850W i believe.

If you’ve tested and eliminated every piece of hardware then I can only assume some kind of electrical problem, I guess there could be a chance there is a problem with your boards, only one way to know would be testing a different branded board, I’d try an asus z390 from Amazon, then send it back if it still does it

The asus z390 is what I currently have. But you're right, I may have to test another board with a different chipset just to eliminate that as a fault.
Would I be right in assuming that if I have tried a mouse in the ps/2 port to test, with no success, that a pcie usb would be frivolous?
