Then I ran another RAM test and disabled the cooling so the RAM would get really hot. Then I ran the "quick system start" thing again so it would boot with the bad values ​​(hot).

When I tried to play, I immediately noticed something was wrong. FPS, monitor, mouse... everything was crap, but the game ran slower (normally). I could react much better, and hit registration was fine too.

This reinforces my theory that it might be a problem with the timers.

Are you also experiencing lag/stuttering when throwing grenades or player models at enemies/teammates, despite stable ping and no loss issues? Could it be internet related? Is anyone else experiencing something similar?
