Is it? Any more than other ISP's? Actually, if you want to go after a german ISP for being shit, you'd be looking at Telekom for their horrendous and diabolical peering. Vodafone has the upper hand, because they're operating their own infrastructure and are peered at DE-CIX in Frankfurt with 2x 600G, in Düsseldorf with 100G and in Munich with 100G. Additionally, they're peered with MegaIX in Düsseldorf and Munich with another 100G each. Compare that with Telekom peering: They're only peered at DE-CIX in Frankfurt with a mesely 110G. That's it. Vodafone is not only not a problem, it's actually recommended a lot when people have problems with Telekom's peering.
Also, if Vodafone (and their DOCSIS connections in particular) are such a big problem, why do I personally know someone who plays on a Vodafone DOCSIS connection without problems whatsoever? She lives in a major city, in an apartment complex with at least 30 other flats, in the middle of a street with at least 50 more of these buildings, with at least 30 flats each. With that in mind, please point out why that wouldn't be a problem for my friend, but the same exact technology used at OP's house, somehow is.

So do I. Yet I can manipulate my setup in specific ways that have NOTHING to do with my internet connection, and I can get the input lag, terrible overall feeling and desync back in an instant. What's that about? Where is the super obvious connection to my ISP when all I'm doing is moving power cables around in a socket? Can you explain that for my tiny brain, please?
