Off-the-top-of-my-head, the age and accumulative stats (ranking, total win/loss ratio, k/d history, etc) of the user's account could affect what level of other players they are most frequently matched with, no?

I.E. if you start a brand new account, you're more likely going to be matched with newer and/or less skilled players than your old account, though again, this could be game-dependent and just one possible (albeit potentially obvious) answer.

My guess is that matchmaking "sees" one player who is terrible and one good and then your party's skill is adjusted (after some time) to average of your both and you just join low skill lobbies.

If I'm right then you don't need 30fps thing and if you play custom matches against the same people all the time this trick wouldn't work.
You could also get a friend to who is good to play on this fake account to drastically improve average skill of your party and again this trick wouldn't work.
You could also try to die as much as possible for couple of matches then play normally (without second account) and you should see improvement caused by matchmaking quicky readjusting your skill rating to much lower.

The issues in those particular videos look like server desync on the player's side to me. Typically, these are common netcode issues that aren't always related to account issues, EMI, or system-side latency.

Basically, what you're seeing is not reflecting the latest information from the server. It can happen in kill cams as well. Makes you think you shot first when you actually didn't, and by the time your view has updated, you're dead.

The severity and exact causes can vary by game and its specific netcode implementation, as well as player-side connection issues.

Again, as I already stated in another one of your threads, your local inputs are almost never being sent to the server 1:1. They are usually reconstructed and synced with other player inputs and then reflected back on your screen.

If you want a consistent and reliable competitive experience, don't expect it from online gaming, or you'll probably be trying to "fix" it for the rest of your life.

Anyway, go ahead and insult me again and tell me I know nothing like you've done to virtually everyone else here (even though it's not advised to keep doing it to me since I'm a long time member and moderator on these forums), but it won't change the fact that you've never permanently "solved" your issue and probably never will with what you're expecting to "fix" in all cases.

I personally don't play online PvP anymore because of some of these aforementioned limitations myself. It's just a crapshoot, and I'm not the gambling type.
