Throw out your RAM.
Your processor stutters because of crappy RAM, its pipeline is idle.
Your processor needs at least 3600cl16, ideally 3800cl14-14-14-14-28 cr1. Only in this case, you will experience a truly smooth game.
Remember a simple rule - for a perfectly smooth game you need perfect RAM with good timings and high frequency.
The second rule is to turn off all the energy savers in the BIOS. (c state and D3 and others).
