Your cores are at 3.6 so turbo boost works, it just isn't reaching 3.9 full speed.

So i enabled "Intel(R) SpeedStep(tm)" "CPU C-states" ,using default power plan i did not touch anything demote promote is exactcly as you said.nothing changed.i provide screenshot of the default power plan and the hwinfo you wanted after enabling and doing what you said.

If you didn't touch the High Performance demote/promote and 'Processor performance time check interval' then all is good.
By the way, humor me, disable C-States in BIOS and see if cores still stay at 3.6 in HWInfo64.

Run something heavy to put load on the cores to see if they go above 3.6.
If they don't, most likely they are locked by turbo limits.

With the app ThrottleStop you can see turbo limits. Press the FIVR button.
I warn you to touch absolutely NOTHING, use it just to see the default values of your cpu and close the app without pressing 'OK'.
Also, see if you can set in BIOS your CPU Core Ratio.

as i said default nothing but i checked its 60/40 like you want.

i upload picture first is with c-states ebabled second is without of course i restart pc after disable it.

I think i found something speed step off versus on.

It's strictly up to your feeling in the game...


in my humble opinion you should leave C-state enabled as it may aggravate your feeling in the game.

So yes, in LatencyMon you'll have considerably reduced system latency, but at what cost? isn't that just a placebo?
Personally, I've come to the point (in relation to the problem I was facing) where I think it's much better to leave the default bios and let things take their course.

The lower the latency on my system, the worse my game feels.

It's no longer 2017 on CS:GO

Now you know, you need SpeedStep enabled for Turbo Boost to work. In BIOS, enable SpeedStep and C-States (disable C1E only).
I think your CPU is locked and you can't set turbo ratio limits, try in BIOS anyway, when four cores are being used it will only reach 3.6.

It should be enabled in BIOS and in some cases or by user choice disable it only for High Performance power plan.
Games that read alot from SSD, having C-States enabled could actually cause stuttering or increase frametime.
About a game feeling more responsive with it disabled, that's why I told Benjji1 to test it on the fly while gaming.
If there is a big enough difference it will be noticeable.

Yes and thanks i disable all of the c-state ralated options in my bios and i show a picture off what i disabled + enable only speedstep + hwinfo after this.And yes i think you are right for my cpu wich is intel NON-k if u disable speedstep you loose perfomance.

I will never let it enable i disable all of the c-state related options as i show in the picture above,with or without them i think there is diffrence,but hw info did not show any diffrence as you saw in the screenshot,the only thing that did make diffrence was intel speedstep.So after the test i did i can conclude:

stock high perfomance power plan i did not touch anything + c state all disabled or enabled i test both there is no diffrence in hwinfo

after that i restart and disabled all c state + steepd steep on ,you can see the diffrence in the screen above

after that i apply this hidden power plan tweaks
after that still no diffrence in hwinfo (3.6ghz)

so i add this tweaks to my power plan and the cpu is still 3.6ghz so think i will leave it like that.
