Yes, you could do that by disabling "Processor idle disable" setting in Windows Power Options. To unhide this setting via Registry, go to

and change "Attributes" to 2.

Be wary that running CPU at 100% all the time may degrade the performance instead. At least keeping C1 state would already cut off unnecessary latencies caused by C-states.
