More bullshit BIOS settings that should not be tempted with, because default factory settings are okay in 99% of cases if you don't overclock or do any weird shit.

Again, "250 hz feeling like 60hz" is the most typical symptom of insufficient electricity problem, and not hardware...+12V rail on GPU is not getting clean electrcity, and then it turns on error-correction protocol to prevent a shutdown, and you perceive this as a very low refresh rate.

You said that if you remove your GPU and re-insert it, it works normal for some time again...the only explanation for this is that everytime you remove the GPU, its capacitors are fully discharged of stray electricity...it will then work fine for 5 minutes, or 30 minutes, or 2 hours...who knows, but the problem is NOT some random obscure BIOS setting, so don't bother playing with that as you won't fix anything, you will just mess up the PC even more.

It costs much less to just rule out interference than you mention, just ask some friend or whoever you know to check it at their place or just go to some LAN and compare with other peoples game.
If it doesn't help, it costed you almost nothing, but some time to move it there and back and just LAN ticket.

Of course it shouldn't be first thing to try, but rather something that you do when you exhaust basic things.
Agreed, also a good option to do (which I forgot to mention at time of writing)

Kyube what's wrong with USB headset and mic ?
Increased CPU overhead from more USB devices.
KB+M on USB is 'ideal' (the 'best' we can do with current hardware limitations when chasing lowest latency possible)
I don't know which port or which driver you should use, I haven't had the time to re-do my XHCI controller testing yet.
Sticking to default Microsoft ones for now is likely the 'safest' option.

Guys be Nice please thanks everybody for helping. Like what I say the first boot after installing Windows first launch cs2 and the mouse is good. * also iff i remove the gpu … boot up Windows , turn computer of putt the gpu back in its smooth again first launch. !!!!!!!!!!! It feels like Thérè is a transparant Windows over that is set to 60hz …..!!!!!!!!!!!!!! like an overlay . But i already disabled Xbox and i already tryd fullscreen etc anybody maybe has an idee ??? Maybe an overlay that I forgot ??? I think i dont have other programs with overlays .. clean window install I mean how can it be good everytime on first Launch
Start by telling us what your UEFI settings are.
Send a screenshot of your current RAM profile will also be beneficial.
I suggest disabling the ALC4080 from your motherboard in UEFI & using the 3.5mm output of your XL2566X+.
Wired only peripherals, don't use a USB microphone.

Broken scaling caused by heavy/floating mouse, desync, heavy car bug, input lag, etc.

This topic is complete nonsense.

I fixed the problem, but English is not my native language and I'm too lazy to explain even in my own language.

Here are a few recommendations: use Windows 10 Pro in your native language, meaning download an image that's already prepared for your region.
Use the default BIOS settings, enable EXPO/XMP, and disable the processor's iGPU.

Connect your mouse and keyboard to the same USB controller. On Ryzen systems, the mouse shouldn't be connected to the USB port connected to the processor. For example, I have a B650 Aorus Elite AX V2 motherboard, and there's a USB hub on the rear panel with a Realtek controller.
Enable GPU Scaling + checkbox, disable G-Sync, DyAc, BFI, etc.
Use the default Nvidia 3D settings.
Avoid tweaks.
Do not change the windows power plan/timers/regedit..
Always install motherboard drivers from the manufacturer's official website asus/msi/asrock etc...

There are still many nuances that I am too lazy to remember and write about.

I'll share some advice for the 100% perfect conditions for gaming:
have water in your body
always use one or two hands to move your mouse
avoid playing video games in a housefire
make sure your computer is real
ask manufacturers if you can touch the purchased devices directly
always follow the rules created by video game developers and ask your fellow players if they consent to play with you

Why is it good if I disable the iGPU?

I've had the mysterious input lag (electricity issue from the supplier, it isnt your house/apartment) since 2018, think about how much time has been wasted not being able to play games properly, id suggest you all to cut your losses now and take up a different hobby (we arent allowed to game) or just get enough money and move if you dont have rich parents or whatever, the mental health decline isnt worth it trust me
