Separate area for niche lag issues including unexpected causes and/or electromagnetic interference (ECC = retransmits = lag). Interference (EMI, EMF) of all kinds (wired, wireless, external, internal, environment, bad component) can cause error-correction latencies like a bad modem connection. A good investigation, is it the energy company with a Rode Schwarz spectrum analyzer? Or the GIE?
Try to take the Am receiver to walk along the 0.4 kv line, perhaps somewhere micro-sparking, although in theory the analyzer would have caught, but not always.
And another option is to look for an electric motor, or a pump, most often they are such strong interference in the network, thyristors, or a variable frequency drive.
The spectrum analyzer used by the UCRF (Ukralnlan State Centre of Radio Frequencies) didn't identify a specific source, but they were mainly investigating RF interference rather than trying to locate a defect on the 0.4 kV distribution line.

I don't have any RF equipment myself.

One thing that caught my attention is that several neighbors have deep water wells (around 90 meters) with submersible pumps. There are also a few houses with three-phase service and solar inverters. The electric boilers are probably irrelevant, but the water pumps operate year-round.

But after the UCRF claimed that there was no specific source, I just gave up on that idea. I had an urge to get tinySa ulta, but I'm still not sure it's that important to verify the source of the issue.

the UPS running on conversion mode gives me better screen clarity, in-game everything looks much sharper, just like the Russlan told me on youtube, and he was right. this alone should tell you everything.

unplugging the UPS from the wall solved it for me, I did this whilst in-game at night, but the battery doesnt last long.(offline)

Я же правильно понял ,что от аккумуляторов,солнечных батарей ты пробовал,и ничего не изменилось ?то есть полностью без подключения к питающей сети ?
Анализатор спектра тини са вряд-ли поможет,возьми Ам приемник ,прогуляйся с ним.Попроси чтобы временно где есть возможность отключили насосы ,двигатели ,хотя бы минут на 20,я думаю можно договорится

P.S. если есть возможность кинь в личку ссылку ,или приглашение на ваше закрытое сообщество с аналогичной проблемой ,сам с такой сижу

Hello, I’ve run countless tests. Sometimes you think you’ve found the solution, but 30 minutes later, the problem is back. I’ve noticed that if you don’t touch the mouse for a few minutes (say, to take a break), the issue is less severe when you return.

Conversely, if you move your mouse rapidly and continuously from right to left for 30 seconds, observe the behavior immediately afterward (specifically input lag and image smoothness).

In my case, performing this test intensifies the input lag and the terrible image fluidity issues.

If you make changes—whether electrical, hardware-related, or software-based—and want to see the results without waiting an hour or more for the problem to reappear, try my test: move the mouse very quickly and continuously for 30 seconds or more. You’ll see the results right after that 30-second period.

I’ve ruled out software issues by trying games on Linux (where the problem persists).

To further confirm that an independent power source does not solve the problem, yesterday I rented an EcoFlow DELTA 2 portable power station for one day. It arrived already fully charged, so I did not connect it to my apartment’s power grid at any point before using it.

I powered my entire computer setup from the EcoFlow while it was operating completely off-grid. The result was zero improvement — nothing changed at all. I also do not notice any significant improvement at night.

Yes, I understand that the EcoFlow contains an inverter that generates its own EMI. However, even with that in mind, I believe I should still have noticed at least some difference compared with powering the computer directly from the apartment’s electrical grid.

You're forgetting one detail the generator's neutral isn't grounded, so it's floating. As a result, you'll feel the same sensation as with the electricity in your home.

In my case, the investigation has already moved beyond indoor issues. The measurements indicate that the problem exists in the distribution network located before my house. And if there are any kinds of suggestions or ideas, I'm open to that.

Can it be reasonably assumed that if independent power sources had no effect on the problem, then the cause must be outside the house - specifically, somewhere in the electrical distribution network?

In my case I've tested multiple independent power sources (EcoFlow Delta 2, Bluetti AC180P, and FlashFish P15), online UPSs, isolation transformers, and other power-conditioning equipment. None of them eliminated the issue.

Changes made by the utility company or alterations in the distribution network consistently affect it.

That tells me the problem with the feeder is somewhere upstream of the installation, not inside the PC or the household wiring, although I still have to figure out what is causing the problem within the feeder or transformer grounding.
