There is no techical explanation as why would that even be true, so it's probably just a temporary placebo. How exactly can a network make your monitor looks washed out, 60hz or even less, choppy and slow windows animations, mouse dragging itself ascross desktop etc.? It just makes no sence, unless router is the one that is somehow injecting some kind of EM directly into the mobo and CPU rails, depending on network load.

Nevermind, those commands stopped doing anything after 3 days. Further observations:
1.) When things are really bad, restarting the PC often helps.
2.)
bcdedit /set useplatformtick yes
bcdedit /set tscsyncpolicy Enhanced
- I have enough time to react to enemies.
- Good hit registration.
- The game feels terrible (like it's stuttering).
3.)
I suspect a local desync on my computer.
Why?
I can get my computer into a state with incorrect settings where everyone would say there's an internet problem, even though it's my local settings.
This desync problem feels like an internet problem, but it isn't.
I switched from DOCSIS to VDSL and have the same problem. In a few months, I'll get FTTH, and the problem will remain.
My guess is that it's related to timers like TSC, HPET, etc. Something is wrong with them on my system.
4.)
When I restart my PC, my games usually run very well. I leave my PC running constantly (24/7). During this idle period, something happens that causes terrible desync issues.
A restart usually fixes it.

I have the same problem as you; sometimes it seems like everything is fine, but often it becomes very out of sync.
