Yes, the network card did bring about a change for a while, but now the input lag has returned. This is likely a problem with the chipset or the operating system.

I was similar. On the first day, things improved a lot; I could kill everyone. But then the problems slowly returned. Even so, overall, the USB Ethernet is still about 10% better than the onboard network card, and it's something worth investing in.
