This is actually fairly common behavior, though mostly in simpler indie games designed to run at 60 fps. Some like Joe Danger will also automatically use your desktop refresh rate with no way to change it and will run at double speed unless you limit the game's framerate to 60.

we need to start a petition to completely illegalize framerate caps, since some of the game developers are US based...

Payday: The Heist is capped at 130 FPS and Payday 2 at 135 FPS. No idea where they came up with those numbers.
Is someone actually gonna combine this thread into a list? Would be handy.

Jamestown is another one that should be added to the list. It's capped at 62 so if you use ULMB/Lightboost at 120hz it creates a double image on some of the sprites. It stinks because since the game has old school 2-D graphics, back light strobing is perfect for it so the double image it creates at 120hz is a bummer.

One Ubisoft rep doesn't speak for the whole industry. Consoles have been the top priority for most developers for a long time, it's only recently that things have been changing for the better. I would never trust Ubisoft to follow suit though as they have a long history of treating PC poorly.

Bethesda has The Evil Within locked at 30 FPS. Like Dead Rising 3, they say you can remove the cap but they recommend against it.

Final Fantasy XIII is locked to 720p, 60fps in game, and 30fps in cutscenes.
There's
a plugin for 1080p and higher (for downsampling pseudo-AA), but everything is probably locked to framerate (par for the course with the Final Fantasy ports I know of, actually).

i read those news from ubisoft and Bethesda some days ago and really worries me that it really might become a global standard even for pc gaming, now that chef blur busters said those developers read this site, i hope they are are still reading it, becasue i want to express my thoughts about, and also, as a long time video gamer i wish they reconsider what the say about capping even pc games framerates at 30 fps
to gaming developers: with all respect, i have believed long time ago that you have had a selfish attitude with console users not allowing them to customize their graphics settings so they can choose whether they want higher resolutions higher graphics settings at the cost of some fps or they prefer some lower resolutions and settings with the gain of more fps, however its understandable since consoles are another market, fortunatelly pc users have had that graphics customization ability and that is one of the reasons why i lost interest on consoles many years ago and currenltly play video games on pc only.
developers, because in your personal opinion you believe "60 fps look weird and non cinematic and creates less inmersive experience", does not mean all the gamers must think like you do and have to be forced to play at 30 fps.
in my personal opinion and as a fan of 60fps 3d games, i believe exactly the opposite, 60fps creates a much better, smoother, realistic and immersive experience on even non first person shooters, fighting, and racing games, because 60fps makes motion more life like, so, it helps making an illusion that when you are gaming you are in a mix of a virtual reality and a fantasy which is something i really enjoy.
so please developers, reconsider your opinions, remember you can not think for the whole gaming players deliberately.
