Why complicating so much? Not to mention what you're trying to do is dangerous, tampering with the building installation, is probably illegal in your country and can even kill you if not done properly?
Just get a dedicated circuit with a proper TN-C-S, with this you remove the problems with oxided wiring, impedance, the problems with connectors, junctions, shared load with other appliances etc., this fixed the problem for me. And your MOBO or CPU never sees the neutral to earth reference anyway, this is sorted by the PSU long before it enters the rails, unless you have a shit chinese PSU for 50€...the PC is galvanically isolated, and every single PC chasis has leaking of the current anway, this is normal and even people with no problems on a perfect installation would have it.

because it's not a building/wiring problem for everyone, the problem occurs on 4G/5G on PUBG mobile for example, game starts smooth and input lag increases over time.. even offline on my desktop. no issue in another country.

Your PC should work perfectly without grounding. If, for some reason, the protective neutral affects the operation of the PC, then something is wrong, and your fix is only temporary / incomplete.

Nothing is temporary, it has been working fine for 1 month already. The massive difference was noticable immediately after pluging the PC into a new dedicated socket, no more UI choppines, 45hz feeling, slow jittery mouse, sharp text with great colours etc., it was always the neutral high impedance fault, with also a possible big neutral drift (over 6V), and this was fixed by a new circuit.

Guys, Is this a normal value? I read that theoretically it is, and this shouldn't cause any issues.
I assume the leakage current is due to the Y capacitors in the PSU. By the way, don't buy expensive power supplies they don't do anything. I've tested a few, it's a waste of money, just like a UPS.

Normal values, you don't have electric problems, if you have problems ONLY in games then stop wasting time with some fictional "emi" and start looking into network problems

What do you think about a voltage between neutral and ground that fluctuates between 1V and 3V, even if I turn off all the power in my house and measure it directly at the electric meter?

3-4V should be within a limits where you should not see any PC symtpoms, the problems became noticable if it drifts to 5V or higher
