On a working bios, I get post code 9E. This is not an error code, but a code indicating that the TPM has been initialized successfully.

Why are you trying to explain something you cannot prove with facts or data? I have Windows 11 Pro 24h2, without tweaks, I don't change the powerplan, timers, etc. I disable Windows mouse acceleration and key sticking, increase the microphone volume. The latest version of the Nvidia driver and in the NVIDIA panel I set GPU Scaling and Override Scaling Mode Set by Games and Programs. In games, Reflex is enabled and FPS_Max 400. I connect the mouse to a USB port to which nothing is connected except the mouse. The USB port to which I connect the mouse is connected via the chipset. I connect the M2 ssd to the port that is connected to the chipset.
I've seen many pc tweakers disable and cut out service data... I checked through xperf and when the game services are activated and updated to the latest version, the games are used on the "correct" processor cores.
Microsoft doesn't disclose all the information, and there are probably still a lot of shadow optimizations...

In the end I switched to 1mm lod mouse, I was able to fix muscle memory thanks to aimlab training and now no unnecessary mouse movements. 2mm lod for problematic mousepad.
